actually the "fix" here was to use the branch-1-4 instead of master (then @tchaddad's error went away).

For the record the text of the error was:

failed to parse dimension values: no <value> children supplied  

It has recently been found on Debian: https://github.com/mapserver/mapcache/issues/173

I still cannot reproduce it (with Windows 7, 10, 2008, 2012).
