paths with spaces causes installer to fail when Mapbender is chosen to install

Description
- this has been a long-time issue, as one specific Apache directive used in the Mapbender Apache config ("FcgidWrapper") cannot accept any paths with spaces, causing an error and Apache will not start
- this can potentially break the entire MS4W installation, if the user chooses to install Mapbender with other apps
- proper solution is to update the installer to always use the Windows short name, for all paths, such as C:\PROGRA~1

Fixed. All MS4W apps and base installation will always use the Windows short name for paths, when using the installer.
