Description
A small change in Apache 2.4.17 from 2.4.16 inadvertently caused mass havoc on sites that use Apache's REDIRECT_URL capabilities (

Apache has in 2.4.18 addressed this by making the new behavior opt-in:

Sorry for the slow report, was traveling Feb 1-8th.

I notice that GDAL 2.0.2 release is planned for end of this week, so we'll do an MS4W release this coming weekend with both this Apache upgrade and GDAL.
