Description
- add ECW support as a plugin using the old 3.3 SDK
- include readme describing option to use the read-only 4.3 SDK, if needed

The ECW plugin is now available for testing in MS4W 4.0.0-alpha3: http://www.ms4w.com/release/experimental/ms4w_4.0.0_alpha3.zip Please follow the steps in your local README_INSTALL.txt file to enable the plugin.
Note that this contains PHP 7.0.8, but PHPMapScript is not included yet: please contact me directly if your organization can help fund its development.
