- important release as there are 25% performance increases for the R-Tree indexing https://www.sqlite.org/changes.html

- also build sqlite with "-DSQLITE_ENABLE_COLUMN_METADATA" and GDAL with "SQLITE_HAS_COLUMN_METADATA=yes"
