Description
- important note is that GDAL >= 2.3.0 requires C++11 supported compilers, which means the whole existing MS4W build environment will need to be upgraded (https://trac.osgeo.org/gdal/wiki/SupportedCompilers) This is related to PHP 7 and Python 3 support in MS4W.
