Description
- many packages, especially PHP, now require recent compiler versions (PHP 7 only supports recent compilers)
- all libraries (over 100) must be re-compiled with the new compiler (including Apache, PHP, and all their modules and extensions)
This would be great to have funding to assist this.

The whole stack was rebuilt with the latest Visual Studio compiler (2015) and is now available for testing in MS4W 4.0.0-alpha3: http://www.ms4w.com/release/experimental/ms4w_4.0.0_alpha3.zip
Note that this contains PHP 7.0.8, but PHPMapScript is not included yet: please contact me directly if your organization can help fund its development.
