Description
- related to wrong url in source (see https://github.com/mapserver/mapcache/pull/192)
- need to test with correct url, update MapCache source, and include in MS4W-4.0 final release.

This was fixed in the MapCache source, and is applied to today's MS4W 4.0.0 (and MS4W 3.3.1) release.
Tested through https://ms4w.me demo server.
